increased to 24 percent in 2001, up from 21 percent in 2000. The lowest overall plan satisfaction score went to Well Care
HMO and Physicians Healthcare Plans, which tied at 13 percent. These two Florida health insurance providers were followed
by Beacon Health Plans (14 percent), and One Health Plan (18 percent).
The 2002 report card featured data collected in 2001 by the University of Florida's Bureau of Economic and Business
Research, as well as information that the HMOs provided to the Agency for Health Care Administration (AHCA). The report

32 complaints. The HMOs with the fewest complaints were CIGNA HealthCare
with only one complaint call per 10,000 members in 2001, followed by
Florida Health Care Plan with five, and Health First Health Plans with
six.
